joint ring?

I just bought a used Meucci red dot shaft for an old Heubler from a seller here. When I got it I was surprised to see it had no joint ring (not sure what the name of this is but it was just shaft wood at the joint - like a blank). Due to this the shaft is shorther than the standard 29", smaller diameter than the cue, and the joint seems loose. Is this something that can be easily added? How much should I plan to pay to have it added?

Simple Question

I was hoping someone would quickly answer this - must have been the confusing the way I asked it. Almost any shaft you by be it a predator, ob-1, or a cheap $20 shaft will have a basic ring (usually black) at the joint end. I bought a shaft which is drilled but does not have this ring - is it possible to add it? I don't want anything special (no stiching or ring work) just a basic black ring.
 
this is actually not that uncommon with meucci as the M-1 (sneaky pete) model comes without any rings. are you sure its shorter than the standard 29", if it is, then it was likely broken or cracked and they went about fixing it by chopping off the end and putting a new insert into it. while it is posible to have a collar added to it, you could prolly expect to pay about $50 (thats what it ran me to have a collar added to my meucci sneaky pete shaft without a collar), you won't be able to make it larger to flush up to the butt without a sever taper differance.
