Joss Shaft ID # explain

Can anyone tell me for certain what the 1701 on this shaft means? I had found an old post where someone said it notes the year, and quarter it was made (2017, Jan-March).
While this could be the case, Joss sells 2 that are numbered 1601 on their website. Is it possible they're still selling shafts made in 2016?
I also can't seem to find one for sale to get an idea what it costs

a shaft with old wood and straight is certainly a great find instead of a new one that may warp. no brainer for me.
