Liability Snooker game clarification on fouls,

I searched the old threads but thought I would ask again. I saw Bob Jewett asked about 10 years ago about the player following you fouling after being snookered. I would assume you would get paid and not the next person. Is that correct? I was thinking all fouls could be added to the winnings of the final black ball. Also if someone were to scratch or foul on the break who would get the money?

I am planning a party and want to bring out some old games for my 5x10. Pill (Kelly) pool/Bottle pool/ Golf and the object of this post, Liability. It seems like most of these group gambling social games have regional variations. I think these social games would be fun but maybe my friends that never leave the bar box may not agree with me. Not talking high stakes as these games can get pricey with the wrong people lol.

Maybe in lieu of paying, give the incoming shooter the option of making them shoot again, they take the shot from where the CB stands or BIH in the D. It seems like the shooter should earn by legally potting a ball. The penalty should sting a little.
 
We used to play "Follow" I am assuming it's a similar game.
We would pay the guy behind you and foul/scratch on the break everyone gets paid.
It's one of those games without any written rules as far as I know so apply them as you see fit.
 
When we played liability snooker at Hard Times, you paid the shooter in front of you immediately after you fouled. We played by standard snooker rules, except a ball had to hit a rail or it was a foul. We also played with three red balls.
 
Thank you both for responding. As this game is not standardized the rules are what you make them within limits.

I played in that game a few times in the late 80’s or early 90’s. It was a liability all right, lol I would donate what ever I scratched up at other joints around SoCal. Great memories
