The first time I knew that you could watch live billiards for free was when Colin posted the link for the China Snooker Open.

I managed to watch a wild card match and a first round match. Excellent feed, running about 375 kps.

Thereafter, either I could not gain access, or the speed was around 20 kps, that is, unwatchable. No great loss because it was talking heads, golf, basketball, and ping pong. No pool.

I saw a first round 8-ball match in the European pool championships, starting at 5 a.m est. Speed was about 225 kps. Even with a 19 inch LCD monitor and top of the line video innards it was tough to identify the balls, a lot of glare from the lights that only illuminated the table, not the surrounding area. Since then, I have not been able to access because the server is too busy.
 
I've found that connection and picture quality can be quite different from one event to another and connection with a same event. I watched the World Snooker championships last year (several matches). Sometimes I couldn't get connected and other times it was too choppy to watch. Then again, sometimes it was fairly smooth. The quality was never that great. I've never seen anything on the web that is as nice as watching TV, even with the smaller picture.
