Mystery cue.....anyone know what it is?

Picked this up as thought it looked interesting.

I initially thought it had to be one from either Rich Q or Abe Rich, but looking at it closer, there are some things that don't seem right: thickness of butt plate, pilot seems wrong, and I can't find other instances of Rich cues with brass rings.

The joint and brass rings seem more like Adam or older Mali maybe, but the butt of the cue doesn't seem consistent with those.

Presume there was once a bumper that is now gone. I'm guessing the metal screw on ferrule will be a hint.....I've never seen one with this before, at least not metal.

Something from a department store possibly?

If anyone has thoughts or knows, I would love to hear it.

The pin is reminiscent of an old National or an Adam though the screw on aluminum ferrule is odd. It looks like it is made of ash, which is predominantly seen in snooker cues. Snooker cues also have metal ferrules, though it is obviously not a snooker cue. No idea as to who actually made it.
