Historically there was a proposal to pay for school from billiard table sales dating as early as 1804. Todays financing problems could be solved looking back on past proposals that were never supported or put in to action. East Ramapo has lead water in public schools and it has been known and reported on by the NYCLU, they estimate $5 billion of funds withheld from needy districts, the NY court of appeals ruled it unconstitutional.
