my friend is just starting to play
he has looked at break cues from jj cues too based on a recommendation
anyone have experience with this or other lower price break/break-jump cues
thanks in advance for your replies

When just starting out, buy what you can afford. Don't spend your extra money on equipment. Spend it on table time. That J/B cue is just fine.

For almost 200, I would have him use a house cue till he learns to play a bit. The break is shot is 95% technique and how good of a rack you get. Till he can hit a ball straight with power, a break cue is a bit of a waste.

I started playing again this past year or so. I purchased a Players PureX break/jump for use. Did not care for the phenolic tip so had it changed. After all of that I find myself leaving the PureX at home and using a McDermott Lucky with a LePro medium tip for breaking.

My suggestion would be to have your friend hold off a bit on getting a break cue. As suggested above let him get some time and technique under his belt and then decide if he still wants to spend that money.
