I was just informed of this law in PA Crimes code. However I only know of one locality that is enforcing it. This would seriously put a damper on having a family environment at a establishement. True it is about minors being out beyond curfew to a point, but where else can our children go to do some fun activities that is not a video or computer game and learn some valuable life skills and pratical skills.

Just information for you all which may affect your business.

? 7105. Pool and billiard rooms.
A person is guilty of a summary offense if he, being a licensed keeper, proprietor, owner or superintendent of any public poolroom or billiard room except as otherwise provided in this section for cities of the first class, permits such place to remain open on Sunday or between the hours of one o'clock antemeridian and six o'clock antemeridian of any secular day, or knowingly allows or permits any person under the age of 18 years to be present in any public poolroom or billiard room, or if he, being a licensed keeper, proprietor, owner or superintendent of any public poolroom or billiard room having at least six tables, in a city of the first class, permits such place to remain open on Sunday, except between the hours of one o'clock postmeridian and ten o'clock postmeridian, or knowingly allows or permits any person under the age of 16 years to be present in any such public poolroom or billiard room.

As a room owner

I thought this law was removed in the late 1980`s. Probably just never changed it in the books.

Although they never enforce these laws, I guess they are glad the kids have somewhere to go and stay out of trouble and not bother the police.

If we would lose the kids business we are out of business.
In my room kids under 16 have to be with a parent. and not allowed in until school is out at 3 pm.

Bill would open pool halls to people under 18:

He calls it his "anti-Music Man bill."

Instead of diverting youths away from the pool hall as in the musical "The Music Man," Sen. Jeffrey Piccola, R-Dauphin County, is pushing a bill that invites youngsters inside them. The bill would repeal a 19th-century law that bars anyone under the age of 18 from entering a pool hall.

"Times have changed. Pool halls and billiard parlors are now looked at as family enterprises," Piccola said.

The Senate Judiciary Committee approved the bill Tuesday. It now goes to the Senate Appropriations Committee.

The issue arose last summer when Paxtang officials told him the law hurts BCA Billiards and Game Room, which opened in Paxtang with the intention of being a family establishment.


My local room owner from Fitch's Billiards in Easton, PA has begun the revolution on this ancient law. He will be having the local paper The Express Times come and do an interview with him about the discrimination that his hall is facing. There are 5 other pool rooms within 15 miles of his and NO ONE else is having this problem. Scott has been on the phone non stop with representatives in our senate and with Gov Rendell. The bill should be going to the House within a week, and then once passed there to the Gov to be signed into law. Basically they are removing the old law. The police have already fined him once and one of his employees once!!!! :eek:

I ask any and all room owners in PA and surround areas to call Scott and give him some firepower with the newspapers or more information on helping us in PA get this law undone. They have closed him down on Sundays as well, and patrol his parking lot every 20 minutes!!!

This is injustice to him, as he has been a room owner for 16 years and the top table mechanic in this tri state area. He has done nothing but good with the communities he's been in. He doesn't charge for lessons when you need help, he helps kids with their homework, and even lends an ear to the kids problems that they have!

If you interpret the law correctly; I believe Philadelphia is the only first class city in the state of PA.

There are four classifications of cities as defined by the state based on their populations. The classes are:

* First Class Cities - Cities with populations over one million are considered to be first class. This class of city is governed by an elected mayor and a city council which is made up of members representing various neighborhoods. Philadelphia is the only city in Pennsylvania in this class.
* Second Class Cities - Pittsburgh with a population over 250,000 is the only officially designated second class city.
* Second Class A Cities - This is a special designation for cities with populations between 80,000 and 250,000 whose voters opt to adopt this classification. So far, Scranton is the only city in the state that falls in this category.
* Third Class Cities - All of the remaining 53 cities with populations below 250,000 are classified as third-class cities.

You are correct about the First Class City

The only one we have is Philadelphia. But let it to our Freinds in law enforcement not to read the whole law or understand it fully. This law was instituted in 1972 or 1973 so that is not a 19th century law.

I was at this hearing to support Fitch's Billiards yesterday only to see him badgered and belittled that a pool hall is nothing but trouble for any area. It's legal for a man to take his kid to a bar and have a beer and get the kid some fries, but he can't go to a pool room. His business has all but dried up due to this crazy stunt from Wilson Boro.

As for the word from Harrisburg, according to Scott in court, is that it has passed the senate 49 to 0!!!! And sits in the House now awaiting vote. He was assured this arcahic law would be disbanded and a new law put into effect that HE alone was given the chance to rewrite. By the end of June the law should be changed and then its 60 days for the Governor to sign in it. If anyone is around this area, give me a holler via PM and maybe we can get some guys together and support this room owner.

Hi Guys .. Im new to this site. I am the owner of BCA Billiards. I was the one who this law was enforced on in Harrisburg (paxtang twp). I was upset and was getting nowhere so I went public on how I was the ONLY one in the area to get "picked" on. I opereated for 3 years now and not one fight, drugs or anything! the police havent been called for anything in here! I run a very "family" business here and prided myself on that, and that law was killing me. After I went public I finally had a stronger voice and Sen Piccola's office got back to me. He presented it that Hershey park serves alcohol and we dont and many other good points on how the law was outdated. He wrote PA Senate Bill 1021 that passed saying that that code will be no more as of September 3rd 2008. took me a year but now you all can know that its taken care of and no poolhals will be hurt by it. any problems just search "PA SENATE BILL 1021" and you can pull it up.

This is great news, even though I have never had that problem where I am in Thorndale Pa. It is about time they changed that law.

Are you 100% sure on this I believe its not fully passed yet, it has in the senate but not in the house and the governor still has to sign it.
Were you told this from harrisburg ? And are you still being bothered ?

It he does't vito the bill, and signs it, it will still take another 60 days to become law. Even if this happens, it won't restrict municipalities from adopting their own local ordanances restricting Billiard rooms to the same current restrictions. However, at least we will have the option to petition the local governments to change their ordanance. So as you can see, we are not out of the woods yet.

I have been left alone since the Bill was started by Sen Piccola and all the publicity. They havent said anything else to me... im not sure..according to the papers and stuff I thought it was all the way through. I feel bad you are still getting "picked" on beacuse I SO know how it feels! And the rooms around me were in other townships that werent being affected. All I can say is keep your chin up and keep fighting

Sad to say Gallery Billiards in Allentown, PA closed their doors this past weekend - they had been there 5 years - 40 tables - a real beauty of a place - what a shame -

There is still another Gallery Billiards (same owner) in Easton, PA which opened in February - located at Stones Crossing & William Penn Highway - right off Rte. 33 William Penn Highway Exit - 18 Brunswick Gold Crown tables - and so far they're doing really well - Jackson

I hate to see a room go down, lord knows my own room could be done by the end of summer if something dont break soon. sad state of affairs were in.
I went to BYOB and all kinds of special, still no improvement

I thought they were doing real good last I heard.

Hope the other two Gallery Billiards can stay open.
