Perfect Table Criteria

After having read these forums for over a year now and repeatedly seeing the expression "table play right" this has gotten me to wondering. What makes a table "play" right? I am not looking for brand recommendations, nor am I looking for a referal for a mechanic so please refrain. What I am seeking are quantifiable criteria of what makes a table right, not just flat and level.

Second part - why doesn't pool have a measurable way to guage speed of table? In golf they have a stimpmeter which measures speed of greens that allows groundskeepers to adjust for tournament conditions. Why cant pool come up with a device to measure speed of cloth and rebound of cushions so that tournament venues can achieve as close to a level playing field as possible?
