Phenolic ferrule question

After reading the talk about the patent on the phenolic ferrule, I researched the patent myself, patent #7,097,570 b2, and I am planning on going to the Expo in Valley Forge, PA to have a phenolic ferrule put on my jump break cue.
In my understanding of the patent, this was not a phenolic ferrule but material made of ABS. So that means to me, that I can have any cue repair man install this phenolic ferrule since I prefer it not be done by Gullyassy.
I would appreciate any opinions or tell me if I have misread the patent.
