In the BCAPL, there are no magic 8-ball Breaks (win or lose). If you make an 8 ball break you have the option to Spot it and shoot from where the cueball landed or re-rack and break again. The same options apply to your opponent if you make the 8 ball and scratch on the break. Also, there is no loss if you are shooting the 8 ball (don't make it) and scratch. It's just ball-in-hand.
NOW, these are the BCAPL rules and enforced at all their events. Each individual League Operator is allowed to use any of these rules or change them however they like in their leagues.
In the league I run, we like to keep the Exact Rules as the BCAPL so that our players are more prepared for State, Regional and National Tournaments, but I know other BCAPL leagues in my area that still award 8-ball Breaks and don't use the Ball-in-hand after the break.
