Question about shooting order in WCOP

I'm watching the England vs. USA match for the first time. At 2 games apiece, SVB shoots and misses the two ball, and England runs out to take a 3-2 lead. England has a dry break, and SVB gets up to shoot the one, which he makes but leaves only a safety on the two. Was it not Earl's shot, or have I missed something?

Was Earl the first to shoot in that game where SVB missed the two ball?

I believe they're supposed to alternate the break between players. Perhaps they're supposed to alternate even when they're not breaking, i.e., who comes to the table first.

Usually the nonbreakers can choose who goes first in most scotch doubles.

That must be the case. That was the first time I noticed the shooters did not alternate.
