Questions about starting a raffle

I want to start a raffle to sell my jeff eason j/b cue, but i dont have any idea how to set it up and how to determine the winner. I want to do it cheap, like 3-4$ a spot just so I can get near $150. And I dont have much feedback as a seller, but I want to change that, will that be a problem? Any help would be appreciated!

Pretty simple.

Raffle for a Jeff Eason J/B cue. etc etc etc.
Specs on the cue, i.e. weight, tip diameter, type of tip, etc.

$4 a spot.
We'll use the Powerball drawing for this raffle. www.powerball.com
Spots are reserved for AZ members only.
Paypal payment to XXXXX@XXXXX.com after the raffle is 2/3 filled.

Thats about it.
I think 4 bucks a spot is a fair price.

once it is full you announce that its full and use the next upcoming drawing date's powerball to determine the winner?
 
Once its full you announce for everyone who hasnt paid to get their payments in, then set a date to use the next drawing after you receive all payments. I send PMs to all the players who havent paid after the raffle is full to make sure they are aware. Alot of people dont regularly check the raffle section after they've reserved spots.
