Refinishing a Road Player

I just took in a moochy Road Player to fit a Predator shaft onto and refinish. Upon looking at it closely, I can see that most of the scene is inlays, BUT, at the tips of the points there are small houses that look like they are Mr. Ed Wheat marking pen specials. Has any one refinished one of these beasts and know for sure if these buildings are just painted on and are going to disappear when the finish is removed? The cue is pretty beat up so I don't believe that I can sand down far enough to clean up without going through and disturbing what's below. The cue also has moochy's blotchy rainbow stain. Anyone tried to replicate that? I've got my ideas on the stain but I really don't like any of my options. Any help or ideas?

P.S. By the way, I know the correct spelling of Mr. Meucci's name.
 
I'm almost hesitant to give this one away but since it's for you, OK.
Food coloring/dye, straight out of the bottle.
You'll have to mix the blue & yellow prior to application to get green.

The buildings at the tips of the points are inlayed. I've refinished several.

Thank you very much and greenies to both you and KJ. I can see the buildings in the collar are inlays but the ones at the points appeared to be just stenciled on.
This will make my life much less stressful over the weekend as I've been hesitating starting on it. I've been swamped with making shafts and refinishes the past two weeks and most of them Meucci's. I've had to replace two complete joints and pins and re-dowel as they were so warped right at the joint so I couldn't even com close to mating the shaft to the joint.
