Reporting a suspect auction to EBay?

Why do they make it so hard to report a listing on E-bay that may be fake? For instance, the listing for a Black Boar cue item #190193256537 is a cue that I sold about a year ago as item#200062607094 and this person has copied my original auction 100% word for word and even used the same identical pictures which I took of the cue when I sold it. I wish there were an easier way to bring it to EBay's attention. I tried to report it on there website as a copied listing but they want to know the number of your listing that was copied and it says that IT CAN'T BE AN AUCTION THAT HAS ENDED so I wasn't able to get anywhere with reporting it. Can anyone help? I really hate to see people get burned for their hard earned money on EBay and think they do an absolutely horrible job of policing it...
 
I can not answer you question about, "Why do they make it so hard to report a listing on E-bay that may be fake". But ad do get pulled so their system does work to report fake.
