Since I'm new to this arena & this is one of my first posts,
I'd like to stay in a positive mindset for as long as possible.
Recently, within the last month or so, I followed a thread about
a 'ring-cutter' for around $200, also offered on eBay for $210 with
free shipping. That seems like a lot of $$$ to me for what was being
offered. When I, & many other builders that I know, need a particular
fixture, tool or other unique item to make our lives easier we just build
it. Since it's not always necessary to re-invent the wheel, it does help
to have a grip on a few choice components. In this case I've located a
few items that would be useful in building a ring-cutter that I might
even consider if I didn't have a cutter that I like real well already.
These are all available from the same place : Harbor Freight, so you're
only paying one shipping chg.
1.) 1/4" trim router, stk #44914, $19.99
2.) Router speed control, #43060, 9.99
3.) Set of 3, 2" blades, #42805, 9.99
As of today, these items are still on sale but be mindful that H/F
has a habit of moving their prices routinely.
I like the 1/4" router collet because it allows a wider selection of
blades. I'd suggest you stay away from their 1/4" arbor/mandrel. In that
area you'll want something more precision & hopefully heat-treated.
I listed the spd. control because the router spins 28k & the blades are
only rated @ 13.6k. Interestingly,I see this same spd. control go on eBay
for $20/25 all the time.
I like the blades & I do use them. They're thin (.022) & stable.
Depending on the mtrl. being cut, should you get any blade flex whatsoever, you can always upgrade to solid carbide but hold on to your wallet.
You'll need a few more items, hopefully a blade guard, mount, etc.
As for any of these items, I only share this info for your consideration

So far you've got less than $40 invested on components that are far more
stout than what was being offered for $210 (oh yeah, with free shipping).
