I have found a good alternative to Q-Clean, which costs about $10 for a very small bottle. I tried to contact the company that makes it, PCC Products Inc., but I could not find them anywhere on the NET. I thought maybe I could buy it in larger quantities. I did find though that PCC is an acronym for Precipitated Calcium Carbonate, essentially purified chalk. This is used for coating paper, polishing silver, reducing the acidity of wine and beer, and as a dietary supplement. It is also used in some toothpastes as a gentle abrasive.

I found a Wine Supply place that sells it. You can buy a pound and a half for about 6 dollars. This will last a long time. The consistency is more powdery than Q-Clean, but it is less abrasive and works just as well-

Soft-scrub is another fine alternative to the products sold in the billiard market. It's liquid but has a mild abrasive. The only thing is, you might want to make sure you find one that's unscented otherwise your case is going to have that lemony-fresh scent for years to come!

A good rule of thumb, is to wash your hands offten while your playing, and also whipe your cue shaft with a moist cloth, then whip it down with a dry cloth. Then use a piece of 600 grit [used] sand paper and stroke it a few times. Keep the sand paper in your case, and when it appears to be dirty, put it in a pocket of your dirty clothes, and throw it in the washing machine, and boom, it's like new again. Please do not use anything that will make the surface become soft. I have used this method for years, when I don't have my own equipment to clean my shafts.
