shaft collar shrinkage

What would cause a shaft collar to shrink? There are maple block rings within the shaft collar that have not shrunk and so I can easily feel the outline of the maple ring. The shaft collar is now a different diameter to the joint collar. I have lots of shafts stored identically and it only happened to one set. Does this happen a lot and I have just been lucky? Thanks in advance for any expert opinions
 
Has the shaft been purchased new within the past year?
If so, it's likely 'pinch-down' of the finish.
This is common with auto-clear. Over a period of time, the finish will sometimes continue to pinch-down/contract on the surface it's applied to.
Phenolic rings don't shrink.

I only noticed the change recently, but it could have been like this awhile, so I dont know when it occurred. The same block maple ring is in the butt and I cannot feel it at all. So you are saying the finish contracted on the black collar (phenolic?) but not the maple ring, and it didn't contract at all in the butt collar. So how does it get fixed? An extra coat of auto-clear?

Exactly.
If the shaft collar is now smaller than the joint collar, the prescribed fix is to build the diameter of the shaft with an additional coat of clear.
Once done, you shouldn't experience this problem again on this cue.
