Shaft diameter question

I was wondering if a great pool cue mind would give me the rundown on cue shaft diameter. What is the difference in play between a shaft with a diameter of 11.75 mm and a shaft with a 12.75 mm diameter? Is there a pros and cons list I should know about? Is a smaller/larger diameter better in some aspects and lacking in others? Etc. etc. etc.

The main problem as I see it is that the diameter is usually expressed in terms such as 13 mm. The correct term would be the TIP diameter is 13 mm.

The tip diameter is only relivent if the same taper is utilized; e.g., the shaft is reduced in size from 13.25 mm to 12.75 mm with the same taper throughout.
