I'm looking for a cue maker that can make a flat laminated shaft 5/16 x 14 12 1/2 mm Any help is appreciated.

Call Schmelke and order one. You can have them build it or have it built by the maker of your choice.
They make laminated partials and could select one for you match your request.

I second the Schmelke suggestion. They will make it however you want it for $90. I have 3 of them and they are my favorite shaft.
