I recently sent a package to Japan. I insisted we use UPS as I don't trust USPS for international. the package got there and delivered in 5 days. Today I get an email that UPS issued me a small refund.
On the demensions I used the size of the envelope. But when I put the item in the envelope because it puffed the L&W changed making the package smaller. Pretty nice service.
