I was wondering, how you could tell, i always thought that if the shaft has less growth rings then it was good shaft wood... can someone please clarify this for me

Usually good shaftwood has very straight tight grain patterns. Many (who are easily distracted) argue that the grain rings should not stand out in color compared to each other. Number of growth rings will often imply denser material which some people believe is necessary. Pure white versus darker color has been debated many times. For the average player a medium quality straight shaft of the proper size and taper will suffice. There are no magic wands that will make you play like Earl, or Johnny, or Efren. Practice is the best thing a player can do. Practice, practice, practice, and do it some more.
