Why are the points at the bottom of splices flat and the top ones are pointed. Is this just tradition or is there an engineering reason?
 
Neither, and they aren't all flat. The traditional points are flat on the bottoms due to manufacturing processes.
 
Cutting method. The ones with flats are likely cut with a jig on a bandsaw, and the flat section has to do with the thickness of the blade.
The bottom section goes full width of the cue, the top tapers off to nothing.
