Spotting Balls in Equal Offense

Say you make 2 balls on the break - they need to be spotted.

The foot spot is not free.

Where do you spot the 2 balls pocketed on the break ?

I'm guessing you spot as close to the foot spot as possible / as the obstructing ball allows & along the foot string.

If this is the correct rule so be it - but doh - it would create a cluster. (bit of a penalty if ur lucky enough (unlucky enough ?) to make balls on the break.

You have it right. Along the long string and below the foot string, as close to the foot spot as possible. Frozen to the obstructing ball(s) if possible. If no room below the foot string, above the foot string as close to the foot spot as possible moving toward the head of the table.
