Tapping Phenolic black on black

I put a phenolic black on black plug in a CF shaft and
I’m having a hard time tapping for a insert. I predrilled with 25/64 bit and was wondering if a 27/64 would work for the insert.

Your fine with the 25/64. Black phenolic is harder than the brown and more brittle too. Lube the tap and go slow.
 
Won’t the lube affect the gluing of the insert?
Not the right lube. I use
Beoshield T.9 rust and corrosion protection on all my cast iron machine beds. It also works great for all my tapping with no resistance when it comes to epoxy. You could always use some acetone or laquer thinner on a Q tip then blow it out just to ease your mind.
