Tarnishing

Will silver plating on a cue tarnish to a bright gold in time or a dull black?
No idea on plating or a cue in particular, but tarnished silver is black, never seen it tarnish to bright gold. Not sure why you are asking, but if it's gold it might be polished brass with clear coat. Brass tarnishes to kind of a mustard brown color eventually, but the clear coat prevents that.
 
It depends- silver plating or sterling silver will tarnish - that tarnish is normally black in color- can be removed with silver polish or a tarnish removing rag - also something called "Never Dull" that comes as a roll in a can and small sections can be cut off to clean metal cue joints, etc.

Also, some cues - as back in the 70s- such as Palmer third catalog cues, were finished with an epoxy based finish- those cues will develop a yellow patina over time in the wood sections and if the finish is also over any silver rings, etc. the metal will take on a GOLD appearance which can only be removed with a complete cue refinish.

Perhaps your cue has a epoxy based finish that also ran over some metal sections of the cue
