when turning tenons, for the A joint or for the but sleeve. Do you turn them slow, letting them rest between turns to avode warping?

I have done it both ways and can tell very little difference so I usually just cut them on down and glue up the forearm or butt sleeves.

If the wood is seasoned enough to build a cue, turning the tenons to size should be fine.
