thining my ob shaft?

i just bought a new cue and it came with an ob2 shaft (11.75mm) i like playing witha much thinner shaft, i play witha snooker cue at about 9.9mm.
i called up a local cue repair guy who told me he was a ob distributor and couldent thin it out for me and told me if i di it would become super "whipy", i dont understand what he means by wippy and what is the most i could thin the shaft down to before it comes whippy or what would the downside to taking the ob2 shaft down? i would like it to be around 10.5mm
what do you think?
 
The smallest the OB-1 can go is 12.25mm.
The smallest the OB-2 can go is 11.00mm.

It is not advised to go below these measurements due to the core of the shaft.
 
I'm certainly no expert on Snooker shafts but I thought that although being small at the tip they grew in diameter at a rather fast rate which gives them their stiffness. Mic your present snooker shaft an see what the diameters are along the first few inches.

Going down to 10mm is a no-go.
The shaft is built up with a small tenon inside and then hollow. The hollow
part is filled with a light wood to prevent glue going down the shaft (inside).
So turning or sanding this shaft to your preferred diameter would thin the
walls of the shaft around the ferrule to much. I have not tried it
so I'm not talking from experience but I would expect that this would be the
outcome.

This is a OB1 (thicker) but the same apply for the OB2.

If you are desperate, I would recommend you contacting Royce at OB Cues
before you start doing anything to it.
