Tip tool info

My dad married into a garage that had been cluttered for years. Along the wall was a pool table that took years of cleaning and organizing to get to. It turned out to be a very old Brunswick Monarch. Along with that were some other pool related things that I knew about but I had never seen a tip tool like this. Anyone have any info about it.

I used to have one of those and if I remember right it was used to cut a tenon to replace a broken off ferrule. You turn it a couple times then make a little adjustment then a couple more times till it fit. I'm talking like 50 years ago.

I had another one you mounted on a board and the cutters were like a pencil sharpener. You could really wreck a cue if you didn't know what you were doing.
