The USBA Delegates Program
The USBA is putting in place a Delegates program as a way of adding an important way to communicate with players around the country, generate more USBA sanctioned tournaments, and build on the "buzz" about 3-cushion billiards that has been increasing in the last couple of years. The USBA Board has established a special committee for the Delegates program, and I am the Chair of that committee.
There are over 100 rooms around the country where carom billiards is played (you can find them all on the USBA website USBA.net). If Delegates can be established for most of those rooms the USBA will have a very workable nationwide network in place and be in a terrific position to generate more interest in this wonderful game and bring it back to the levels it deserves.

What is a Delegate?
A Delegate can be thought of as a representative from either a room that has several players or a small geographic area where no one room in the area has a lot of players.
The principal Delegate functions are to: 1) make a reasonable effort to cause X number of USBA tournaments to be held each year in the room/area (not necessarily running them, but causing them to held), 2) make a reasonable effort to bring in X new USBA members each year, and 3) be a liaison to the USBA Director(s) in the USBA Region where the Delegate's room/area is located. The reason I have said "X" for the first two of these functions is because the actual number of tournaments to be held or new members to brought in has to be determined on a case by case basis after the USBA speaks with the Delegate to determine what is reasonable. The idea is to promote these activities, but not to put too great a burden on the Delegate or to set unreasonable objectives for the room/area.
Delegates could also be doing things like forwarding tournaments results and photos to the USBA so the the players/room/area can receive publicity about the tournaments being held; helping to place USBA posters in the room(s) where they play. And I am sure there are other things that the Delegate may want to do or make sense to do over time.
What benefits will a Delegate receive? There are three obvious benefits. First, for many tournaments, the person who runs them is paid by the room owner or players to run them. This money usually is paid from entry fees or by a special arrangement with the room owner. The more tournaments, the more opportunities for these pay days. If the Delegate is running tournaments, the Delegate would have these opportunities. Second, the USBA pays commissions for bringing in new members. If the Delegate was the person bringing in new members, the Delegate would be receiving those commissions. Third, there is the non-monetary benefit of being more "on the inside" of what is happening in the USBA, and being a representative for the players in the Delegate's room/area.
