This is an unused chalk holder from the 1992 Kansas City BCA (Billiard Congress of America) Trade Show. That information is permanently embossed on this holder and underneath "Chalk Box" is permanently embossed on the bottom. It is difficult to find this 21 year old holder/box, especially in an unused condition and is quite collectible. I have a couple of these and I'm selling them each for $4.95 plus $2.00 shipping.
