Who's idea was to play to 15 points, best out of whatever?

For these guys; in a 15 point game, one hot inning and your opponent is toast.

Best out of...fine. But play to at least 25.

its not just one 15 point game - its best three out of five. this gives the weaker player a puncher's chance. also better for the fans.
