For an news journalist in 1808 to write about the destruction of a city and how saving a billiard table is written in the same line as saving a baby. I suspect its a signal to the readers that getting a billiard table or getting a game ready is a secret message. In 1808 the only people reading the Martinsburg Gazette are political, traders or merchants.

Napoleon conquered Spain and installed his brother as leader of their government. ( The article cleverly discussed the siege of Saragossa and its wreckage the parts they could see and save were a baby floating in the river and billiard table to carry down stream.

1810 is when James Madison decides to mobilize forces in West Florida in attempt to take ownership of it through the Louisiana Purchase. Then the economic warfare begins.

Many Americans, including former President Thomas Jefferson and Madison himself, thought that West Florida was included as part of the Louisiana Purchase. The Louisiana Purchase itself implied that West Florida might in fact be a part of the deal, and Jefferson pressed his claim against Spain. Much to his chagrin, in 1804 France insisted West Florida had not been part of the purchase. Spain refused to negotiate with the United States, and as war continued between France and Britain, Spain allied with France. Both France and Britain harassed American shipping, and Madison speculated that Britain might capture Florida to use as a base to attack the United States in the event that the United States joined the war.

What matters would be how much crime, pirates and law enforcement could afford to do? If the newspaper was informing the early population of West Virginia, then its clear the effort to save the youth was there but not like the means we have today.

Name Changes: Berkeley Intelligencer to Martinsburg Gazette
The Martinsburg Gazette was originally known by a title that identified the county it served, rather than the town where it was published. That choice – The Berkeley Intelligencer – was apparently a counterpoint to the regional persona similarly adopted by its cross-town rival, the Potomak Guardian of Nathaniel Willis (449)

History of Martinsburg
Martinsburg, the county seat of Berkeley County, was laid out in 1773 by Gen. Adam Stephen. The tract of land along Tuscarora Creek had been settled in the 1740s by Joseph Morgan and his brother, John Morgan, from Pennsylvania. Adam Stephen established both gristmills and flaxseed-oil mills along the banks of Tuscarora Creek. Stephen built his house of native limestone on lot 104. The house has been restored by the General Adam Stephen Association.
