I found a Barry Cameron 4 point hoppe with no bumper, with veeners, smooth black leather wrap, ivory hoppe ring, ivory joint, ivory ferrules, 2 shafts, moori tips, 4 small ivory inlays in butt.

Looking for an estimated value for a cue like this. It has only been test hit.

unfortunately, the cost to replace and the value may be totally disconnected. Barry isn't a very well known cuemaker, except in the Northeast. I happen to have one of his old cues and have been to his shop (I was a victim of his "superkitty"!) Nice guy. Like the cue alot. Sounds like an $800 - $1000 to make, but you'd be lucky to get the bottom end on a private sale. With so many cues being made today, there has to be something (i.e. name, reputation, etc.) to assure value on the secondary market. Best of luck.
