Warped shaft

I am repairing a snooker cue, it has a slight warp in the shaft. The wood behind the brass ferrule chipped...hence the repair. What is the best way to get this thing spinning true so I can cut to make room for the ferrule?

Second question... What is the purpose of a brass ferrule. I don't understand it, can they have a regular ivory ferrule?

When I have problems of not being able to get anything to run true in my chuck I go to a four jaw independant chuck. My main lathe that I do most of my repair work on has a six jaw set-tru scroll chuck on it. I took a small three inch independant chuck and bored the thru hole out to 1 3/8ths so that a butt will go thru. When needed I mount this independant chuck into the six jaw chuck. This only takes a minute or so and doesn't interfere with my normal chuck set-up. I have a number of colletts made up so as not to mar the butt or shaft in the jaws. A lot of people don't want to use a four jaw independant as it takes them to long to get something to run true but with a little practice a four jaw is almost as quick to use as a scroll chuck and you can get anything to run dead nuts on one.
As far as brass ferrules, most snooker cues are very small at the tip being 8 to 10mm. Most ferrules need some bulk to keep them from cracking and this small of size leaves little wall thickness. Brass ferrules are very short and very thin walled, keeping weight down and still being very strong plus of coarse they are traditional. I have a friend who plays a lot of golf and has a 10mm shaft with an ivory ferrule. He has always used ivory ferrule on his pool playing cues and so wants one on this also. I put a very thin tennon on the shaft and still the ferrules crack after a year or two.
