I had my cue weighed at the post office & found that it was under the posted weight. The dealer informed me that the Chinese consider + or - .5 oz to be satisfactory.

What is it suppose to weigh and what does it actually weigh? What kind of cue?
 
Cue weight

I would think that on a "custom" cue it would be much closer than .5 oz.
My cue was made 30 years ago and I wanted a weight close to 19.25 oz. Kersenbrock made it with 2 shafts. The weight with one shaft was 19.22 oz and with the other shaft 19.25 oz. A true "custom cue".
 
For even more fun, measure the taper of your cue's shaft. Use a digital caliper and take a measurement every inch from the ferrule to the joint ring.

Chinese cues are sold by volume, not weight. ;)

If you bought a Chinese production made cue, the dealer is correct in how they make and mark the cues.

I would suspect that is the case with most production cues regardless of source, especially the lower end/price models.
