Weird Butt Jump cue. "Jump tip" on video, Legal?

I was watching an older pool video, "Secrets of a Champion" by Allen Hopkins. He was promoting this thing called the "jump tip". It was basically a tip you screwed on the threads of your butt and turned your Butt into a jump cue. The tip radius was very large. I was very curious by this because I had a similair idea to this but my idea was a shortened shaft instead of a shortened butt like most jump cues. I haven't looked online at all for info on this but does anyone know if this cue/jump tip is legal(tip radius too large, using no shaft, etc) Also is the jump tip still being sold and has anyone tried it? I know a lot of rules are different from tournament to tournament but what are the BCA jump cue rules for tip radius, shaft length and construction, and total cue lenght etc.
 
Your "shortened shaft" idea is already a reality. They're on ebay.

As far as I know, a jump cue must be at least 40" long in order to be legal. This is usually approximated by laying the jump cue across a bar box and if it touches both rails, it's usually legal.

So, I guess that so long as you end up with 40", you're safe.
 
Why bother.
A cue butt can weight anywhere between 13-18 oz. (And I’m sure there are some over and under that, out there somewhere.)
A shaft weights anywhere between 3-4 oz.
Put a light, short jump butt on a shaft and you end up with a lighter jump cue.
Which would be better than using the cue butt with a short shaft.
Simple logic IMHO :D
