What is considered a run-out, or break and run?

I was wondering, if you break the 9-ball rack get the 7 in, then you run the 1,2 and 3, then you combo the 4 into the 9 for the win. Is this considered a break and run?

Also could someone define a run-out for me? Can a run-out be 3 balls?

I would consider a break and run to be an inning at the table in which you break and end the game before your opponent has a chance to shoot in that particular rack.

If there are only three balls when you get back up to the table and you "run them out" then yes. A break and run is when you break and run all the balls. I would consider your first scenario a break and run. If your opponent breaks and comes up dry and you get up and make all the balls or "run the table" then that is a run-out.
