just like the title says, what kind of tip is this and where can i get them

Looks like a Stratos medium. They were tips exclusive to Muellers but we are having troubles getting more made.
 
cue tip.....

it either a pigskin pro or razorback from hightower. cant remeber which is which but i have some of them tips too. they are a good tip for the price.
 
I think it could be one of the Razorbacks, but without seeing it in person I can't be positive.

I agree. I have several at home and they look just like that.

As far as getting more, you might have a hard time. These are one of my favorite tips and I bought a nice supply about a year ago. They arent manufactured anymore to the best of my knowledge. Hercules now only makes the H2 tips which are totally different. Best bet is to just put a post in the Wanted/For Sale section that you are looking for some Hercules tips and include the picture. Also, even though he isnt popular around here, I think the cuecomponents guy sells these - http://cuecomponents.com/he12lacuetip.html . I have never ordered any from him so it is hard to say. His are advertised at 23 layers but the one in your picture looks to be about 12 layers.
