You should contact Mazin about 3Cushion USA, but here's my take.
First of all 3Cushion USA is not governed by the UMB or CPB. Its a private organization focused on promoting Tournaments that focus on the majority of players, 2nd, 3rd, 4th,.... tier players, rather than Top US Champions. This is accomplished with handicapping all players entering a tournament. One of the attractions of playing a USBA tournament is a chance to play, say Hugo or Pedro, or Sonny, but in a USBA tournament if any one or more of these players are entered, the chances of cashing in are greatly diminished. Of course you know that. With handicaps in place, Pedro might have to go to 35 and you only need 15 or 20 points. Those kind of numbers gives guys like you and me a fighting chance to at least get into the finals if not get a $$ bump.
Without naming names, its well known that there's 2nd tier players that feel its not worth the time or money to compete in a USBA Qualifier or buy into the Nationals. I suppose if a Qualifier or the Nationals is held in your home town, some of these 2nd tier players might enter, but air fare, room and board is a lot of money. $1000 plus entry fees isn't unreasonable number.
