I have no idea who made that cue but would suspect it was an early cue from an inexperienced maker. Surely, that's the case. What's puzzling is why whomever made it would ever let that thing leave their shop. Maybe they should stay with making plain cues. But even then they should work on their fit and finish skills, which is lacking on this cue.
