What's wrong with this!

This is the rail / cushion view of a carom table. Can someone tell me what's wrong with this rail. The gap between the nose of the cushion and the top of the flat wood rail is about 3/8". Does anyone know if this is normal? All comments are welcome!
 
The distance above the nose of the cushion to the rail top is relative and varies by manufacturer. The issue here, assuming the ruler is touching the bed of the table, is that the nose of the cushion is far too low. The nose should be 1 and 29/64 inches above the bed of the table for standard carom balls.

This is why a table plays short. I am in the process of correcting the 16.5 degree liner angle, without removing the liner or the rubber cushion, and adjusting the nose height to 37.5 mm. How is this possible? When I finish I will test.how much longer the table plays by using my new invention," The Dano-meter", it measures how long or short a table plays. "shoot straight with angles"
