who knows the maker

One of our league members has this cue that he bought in the early 80's.
All he can remember is a guy came through the Spokane area in the early 80's selling cues so he bought two of them. I have attached a photo of the insignia and of the cue. I was not able to take the bumper off as we were at league and did not have the tools to do so.
Any info would be greatly appreciated.
