If you want to give it a try yourself. Just go to http://www.megaupload.com/
upload the file and copy the link. Make sure you visit the link every 30 days or it gets deleted. This site is o.k. for speed but the plus side is you don't have to register and you get large upload space.
Another option is just to get a free web site host like geocities and upload that way. The down side to this is slow speeds uploads and downloads and not much space. 20 sec video is pretty small though depending on what file format you used.
