Willards Tipper Trimmer/Fiber Pad?

If I want to add a fiber pad and I'm using a Willards Tipper Trimmer (no lathe)
1) should I glue the pad to the tip and then glue the tip/pad combo to the ferrule or should I glue the pad to the ferrule and then glue the tip to the pad?
2) will the Willards trim the pad and tip combination or is the pad more difficult to cut using the Willards?

It doesn't matter which order you assemble the components in. I generally attach the pads to the tips first because I inventory them this way so that I have them ready for installation.

I've never had a problem trimming standard pads on the Willard. If you use carbon-fiber pads, you'll probably see some rapid dulling of the blade.
