This could develop into a good format, 20 second shot clocks and 12 minute maximum making it high stakes. Should be best-of-three, or single frame double elimination with the winning side finalist getting a 1 frame start in a best-of-three final to make it a "serious" tournament though.

Only a muppet like Hearn can say watching players perform at a sub standard is thrilling.
