WPC Question

Is the World Championship that is going on now, the same World Championship that takes place in Cardiff, Wales? If so, how do they select the Venue? Does is just alternate year to year?

I know I read it somewhere that the WPC first offered it to Manila in 2002, but Puyat turn it down because it is too expensive to manage and Manila is not yet that stable politically. Then again last year, again turn it down. But I know they are planning it for 2006. I am not quite sure. I'll search for the article.
