Why is jumping a ball with a level low hit illegal while the elevated cue jump legal?

Because with a low and level cue, the ferrule will actually come into contact with the cue ball as the cue is pushed forward and underneath the cue ball. The ferrule is not allowed to ever touch the cue ball.

Because the low hit is a deliberate miscue - hitting the ball twice.
