14.1 question on the rules of the break

Here is a portion of the rules for the break:

Starting player must either (1) designate a ball and a pocket into which that ball will be pocketed and accomplish the shot, or (2) cause the cue ball to contact a ball and then a cushion, plus cause two object balls to contact a cushion. Failure to meet at least one of the above requirements is a breaking violation.

......................

From these rules, suppose I call the break ball in a pocket. Then suppose I miss the shot, and only the break ball and the cue ball hit a rail, the rack is not touched.

Is this a foul?

I have watched many 14.1 matches but never played enough to know this rule.

I think that portion of the rule book u were looking at is referring to the opening break shot. A break shot where you have one ball out is the same rule as any other shot. Cue ball or object ball touches a rail, or you pocket the ball are legal shots. But on the opening break, 2 object balls needs to touch the rail, unless you call something from the rack and it goes in.
