That's a tough call! I would love to know the answer to this as well.
Ball in hand remains the "ball in hand" until the next shot have been executed:
WSR; Definitions:
8.2 Shot
A shot begins when the tip contacts the cue ball due to a forward stroke motion of the cue stick. A shot ends when all balls in play have stopped moving and spinning. A shot is said to be legal if the shooter did not foul during the shot.

A shot can END before you even address the cue-ball.
When you have ball-in-hand, do not touch any other ball..it's a foul.
I've played in tournament where, if the cue-ball drops into a pocket
during 'ball-in-hand'...it's a foul.
Definitely a foul. You need to go to the bar and get another drink.
If it's that close to the hole, why would anyone use their cue?
Should give up the shot out of embarrassment.
I just don't think anyone should be allowed to move the cue ball with their stick.
Should be a special cue for that....
If it was not done during a regular attempted shot, no foul. Same thing as holding the cueball with your hands and dropping into the pocket because it slipped.

Don't forget now, he lives in Canada. Things might be a little different there.
Maybe I'll try that in League play...just keep dropping the cue ball into the pocket.
